Most area residents have never heard of it, but the Mesa County Federal Mineral Lease District (FMLD) is in charge of dishing out millions of dollars in federal funds coming to the County that by law are supposed to help areas of the county negatively affected by the oil and gas industry. Instead, most of the funds have been funneled to Colorado Mesa University and a project that benefits the oil and gas industry itself. Who’s in charge of deciding where all the money goes? Just three people: Mesa County Commissioner John Justman, West Slope Oil and Gas Association Executive Director David Ludlam and Home Loan President Craig Springer.
